The Dutch gaming authority, Kansspelautoriteit (KSA), has imposed a financial penalty on a catering business in Helmond after discovering two illegal gambling machines on the premises. The kiosks were found and seized by authorities in November 2024, and each device carried a fine of €10,000, bringing the total penalty to €20,000.
Illegal Software and Sports Betting Capabilities
The confiscated machines contained illegal gaming software and allowed users to place sports bets online through an internet connection. Such systems are explicitly banned in the Netherlands due to the absence of legal approval and regulatory oversight.
According to the KSA, these kiosks not only operate unlawfully but also endanger players. They bypass systems for fair play, responsible gaming, and age verification, making them especially risky. In addition, such unregulated devices avoid taxation, which increases the potential for their involvement in money laundering schemes.
Broader Enforcement Actions by KSA
This enforcement action is part of the KSA’s broader campaign to target entities violating Dutch gambling regulations. In May 2025, for example, the authority ordered Betca to remove mobile game ads from the app Tiny Tower, citing violations of advertising rules.
The KSA continues to tighten control over both physical and digital gambling environments, reinforcing its stance on illegal operations and unlicensed gaming activities.
